A registry of phone numbers that must not be contacted for marketing purposes.
A Do Not Call list is a record of numbers that have opted out of marketing contact. In the US the National Do Not Call Registry is the best-known example, but organisations are also required to maintain their own internal suppression lists.
Internal lists matter more than people expect. When someone asks a specific business to stop contacting them, that request must be honoured regardless of whether the number appears on the national registry.
DNC scrubbing and phone validation solve different problems and are not substitutes. Validation tells you whether a number is real and reachable; DNC scrubbing tells you whether you are permitted to contact it. A responsible outreach process does both.
