The Telephone Consumer Protection Act is the primary US federal law regulating telemarketing calls, automated dialling systems, prerecorded messages, and text messages. It dates from 1991 and has been extended repeatedly since.
Its central requirement is consent. Calling or texting a mobile number using an automatic telephone dialling system generally requires prior express consent, and prior express written consent for marketing. Statutory damages run per message, so violations scale badly across a large list.
This is why line type is a compliance question rather than a deliverability preference. The rules that attach to a mobile number differ from those for a landline, so knowing which is which before dialling is part of staying compliant.
